List payout settlement aggregates

Returns payouts for the selected Account. A payout groups the payments settled to one balance for a period and tracks the transfers that deliver them. Supports filtering, expansion, and pagination. Only payouts that have started settling (Processing, Completed or Failed) are returned. Use filter[accountIds][anyOf] to include Accounts in your authorized account branch.
