Check a single feature flag for a Person

Returns whether a single named flag is enabled for the Person. An unrecognized flag name evaluates to isEnabled: false (unknown flags are off, never 404 — definitions are private). Person-scoped: X-Wingspan-Account is rejected with 400 AccountScopeNotApplicable.
