Create a work log

Create a new empty WorkLog shell against a PayeeEngagement, in currency (default USD) and optionally attached to a pay period. periodStart / periodEnd / totalHours / totalAmount are server-derived once work is logged against it and are not accepted here. If externalId is supplied and already exists for the acting account, the request fails with 409 ResourceConflict; this create is not an upsert.
