Evaluate feature flags for an anonymous subject

Evaluates feature flags for a not-yet-authenticated subject, keyed by a caller-supplied stable anonymousId. Global-scope: requires no authentication and rejects X-Wingspan-Account with 400 AccountScopeNotApplicable. Returns the names of flags marked for anonymous evaluation. This is an evaluation action, not a resource creation, so it returns 200, not 201.

Request body for anonymous (pre-login) flag evaluation. Carries a stable caller-supplied id so a given anonymous visitor gets consistent bucketing across calls.
