Get a download link for the certificate behind a monitor's coverage

Returns, as JSON, the same signed link that GET /compliance/insurance-monitors/{monitorId}/certificate puts in its Location header. Use it where a redirect cannot be followed, such as a browser page that must navigate to the file rather than fetch it from script. Do not store the link; it expires at expiresAt. PAYER-ONLY, with the same 404 cases as the redirect.
