Get sensitive ACH/wire instructions for a Payee

Returns the processing-account instructions used to pay this Payee after verifying that the effective Account owns the Payee record. Kept separate from ordinary Payee reads and returned with Cache-Control: private, no-store because the response contains full bank account credentials.
