Lists routing rules for the scoped Account. Account-scoped: the subject accountId comes from the request scope (X-Wingspan-Account for intra-tenant delegation), not a query parameter. Narrow by ?filter[recipientPersonId][eq]=, ?filter[handle][eq]=, ?filter[group][eq]=, ?filter[includeDeleted][eq]=. (Narrowing by externalId is not supported — the backing service has no indexed externalId filter.)
