List filing eligibility exceptions for a payer

https://api.wingspan.app/v3/compliance/tax-filings/exceptions

Returns the payer-level projection of every filing whose eligibility is excluded or held, so a payer can review each one — for example a below-threshold payee, a corporate payee on a 1099-NEC, or a payee held for a bad TIN.
Issuer-only: recipients and unrelated callers receive 404. This is a read projection; no record is created or initialized. Defaults to eligibility Excluded or Held; kind/reason filters apply before pagination.
