List tax filings

Returns a paginated list of tax filings, filtered by the supplied query parameters. Issuer-only: recipients and unrelated callers receive 404. This is a read projection; no record is created or initialized. Supported years: 2021–2026; types: 1099Nec, 1099Misc, T4A. Live TIN reason filters are deferred and return 422.
