Sends an OTP to the Person's registered email or SMS. This endpoint is aggressively rate limited. Identity-dependent outcomes always return { success: true }, including when no matching Person exists, so the endpoint cannot be used to discover which emails are registered. Email-independent infrastructure failures may return 503.
