Search tax form submission rows

Query the payer seat's 1099 filing rows: one row per tax form submission, carrying the derived filing status the tax filing screens badge (the tax form's status until the submission is filed, the submission's status after) and the tax form's correction state. Every filter runs inside the Atlas $search pipeline; default sort is updatedAt descending. Rows carry no recipient identity, W-9, or TIN; read the recipient from the payee (payeeAccountId). Account scope is enforced server-side (no filter[accountIds] — target a child account via X-Wingspan-Account).
