Partial update via JSON Merge Patch (RFC 7396). Only externalId and metadata are updatable: title, instructions and packageId are create-only, because the check composition is fixed once requirement definitions point at this configuration and live orders reference it.
Renaming an externalId here is the alternative to creating a second configuration — which would require repointing every requirement definition that holds the old dataSourceId, each repoint cutting a new definition version.
Scoped to the calling account; a configuration owned by another payer returns 404. Supplying an externalId already in use for this account returns 409 ResourceConflict.
An omitted field is left unchanged. An empty metadata object is treated as "unchanged" rather than "clear", so metadata cannot currently be emptied.
