Create an employment eligibility verification

Opens a Form I-9 for a payee in a payer-payee relationship, in status PendingPayeeCompletion. Section 1 is pre-filled from the payee's profile.

Supplying an externalId already in use for this payer account returns 409 ResourceConflict — create is not an upsert.

Open a Form I-9 inside a payer-payee relationship. Both parties are resolved from payerPayeeId, so either side can call this. A payee must cite the requirementId it satisfies (400 without it); a payer may omit it. Repeat calls citing the same requirementId return the verification already open.
