Confirm email-factor enrollment from an emailed link

Exchanges an enrollment code for the pending Email factor. The server derives the Person and authorizing session from the factor row; caller identity is neither accepted nor inferred from browser storage. Intended only for the isolated email-proof document.

MFA factor resource id. New factors use the canonical 22-character Wingspan id. The legacy mfa_email_ form remains accepted so factors auto-enrolled before WIN-15277 can still be acted on without rewriting persisted Spanner primary keys.
