Get sensitive ACH/wire instructions for a Payer

Returns the owning payee's processing-account instructions after verifying that the effective Account owns this Payer record. Kept separate from ordinary Payer reads and returned with Cache-Control: private, no-store because the response contains full bank account credentials.
