Get a download link for the payable PDF

Returns, as JSON, the same signed link that GET /payments/payables/{payableId}/pdf puts in its Location header. Use it where a redirect cannot be followed, such as a browser page that must navigate to the file rather than fetch it from script. Do not store the link; it expires at expiresAt.
