Get payer settings

Retrieve the linked Payer's own payout/payroll settings (payoutDelay, instantPayoutEligible, defaultAccountCurrency, defaultPaymentMethod, payrollSettings, employerPayrollSettings), scoped through the calling Account's authorized relationship with the specified Payer. Invoice auto-pay is configured only on Payee defaults or PayeeEngagement overrides.
